Exception for request timeout failures.

Thrown when an HTTP request exceeds the configured timeout duration, either due to slow network conditions, server unresponsiveness, or regional connectivity issues.

The default message provides user-friendly explanations for common timeout causes and suggests troubleshooting steps.
